Franklin CI Release Paths

Franklin Correctional Institution is an adult state correctional institution operated by the Florida Department of Corrections in Carrabelle. A person leaving its secure population may enter the community with no FDC supervision, begin parole, conditional release, probation, community control, or another supervision term, or move to a different prison or jurisdiction. The last outcome is a transfer, not a community release. County arrest pages do not track these state-prison events.

FDC divides the public record by status. The Inmate Population Search covers people presently incarcerated by FDC. The Inmate Release Information Search covers people released or scheduled for release. The Supervised Population Search covers people in the community under FDC supervision. A person can have a release record and a supervision record at the same time: physical prison custody ended, but legal supervision continued. A person moved from Franklin CI to another FDC institution remains in the population system and has not been released to the community.

Confirm Franklin CI Release

Begin with the dedicated FDC Inmate Release Information Search. Search by the six-character DC number when it is known. That identifier avoids confusion between similar names. Otherwise, enter the last and first names, try aliases when appropriate, and use the photo and non-sensitive details to confirm identity. Open the record and preserve the exact status and date labels shown. Do not turn a scheduled release into an accomplished release.

A focused Franklin CI release check follows these steps:

1. Search the release database by DC number or name and alias. Match the person before recording any date.
2. Read the release value, custody history, institution history, offenses, and stated release details exactly as displayed.
3. Run the same DC number in the FDC Supervised Population Search to see whether state supervision follows prison release.
4. If the person instead appears in the Inmate Population Search, inspect the current institution. A different institution means transfer, not community release.
5. Use Florida VINE for a custody-change check, then contact the Bureau of Admission and Release if dates or statuses conflict.

FDC says release information is updated nightly. The agency also warns that location, status, and release information can change quickly. Record the access date. For an immediate or disputed question, treat a screen result as a current database observation and request confirmation rather than presenting it as an immutable certificate.

Note: FDC's nightly update cycle can produce a short gap between an institutional event and its public release-search display.

Franklin CI Release Search Fields

The FDC release application accepts one or more of last name, first name, and DC number. It also offers alias searching, photo-display options, and a result limit. A verified released-detail layout can include the DC number, name, race, sex, birth date, custody information, release date, stated residence upon release, aliases, detainers, incarceration history, and current or prior prison-offense sections. A detainer entry may identify an agency, type, and cancellation information.

The FDC public release cohort reaches back to October 1, 1997 through the agency's OBIS data framework, while the public web release search is refreshed nightly. Older, sealed, or expunged matters may require a records request or may no longer be public. A no-result should lead to a spelling, alias, identifier, and custody-system check before any conclusion is made.

Franklin CI Release Contacts

The current FDC Franklin CI listing and audit material place the main institution on Highway 67 North in Carrabelle. The research does not supply a verified direct facility telephone number or public visiting hours, so none should be inferred. Release-data questions go to FDC's Bureau of Admission and Release. Classification and population questions have a separate state contact.

For a formal request, identify the person by DC number, give the institution and date range, and name the desired record, such as release date and type, incarceration history, detainer information, or releasable photograph. FDC's public-records page leads to the state request route. Narrow terms reduce the risk of receiving unrelated material.

Franklin CI Transfers Aren't Releases

The facility name alone does not establish the event. FDC may move a sentenced person among institutions for classification, security, health, programming, or system needs. A Franklin CI departure followed by an active population entry at another prison is a state transfer. It should not be called release. The Inmate Population detail's current location and custody history provide the needed check.

County-jail and state-prison records also cannot substitute for one another. Franklin County Jail handles local booking episodes under the sheriff. Franklin CI holds adults in FDC custody after a state commitment. The sheriff's long-lived Arrest Log is neither a Franklin CI roster nor a release database. Transfer

Movement to another custodian or institution while confinement continues.

Release

Departure from the prison population, which may lead to the community, supervision, or another jurisdiction.

Discharge

Completion of the legal custody or supervision term identified in the governing record.

Community-based legal oversight after prison or through a court sentence.

Franklin CI Release Date Meaning

For a person still confined, FDC's active-inmate detail uses the public label “Current Release Date.” Florida Statutes section 944.275 calls the gain-time calculation a tentative release date. It is not a guaranteed pickup date. The calculation can change with lawful time already served in jail or prison, sentence structure, incentive gain-time, forfeiture or restoration of gain-time, discipline, amended court data, new sentences, and mandatory minimums.

For qualifying offenses committed on or after October 1, 1995, gain-time may not cause release before at least 85 percent of the imposed sentence has been served. Court-awarded time spent in physical incarceration counts toward that floor. Other exclusions or mandatory terms may require more time, and a life sentence is not an ordinary term-of-years calculation. An actual released-person record belongs in the release database. A future date on the population page concerns someone who is still in FDC custody. If a displayed date has passed but the person remains in the population search, contact FDC instead of assuming release.

Franklin CI Facility History

Franklin County's local naming can obscure which agency holds the record. The county has both Franklin County Jail and the Franklin CI state complex. FDC's 2017 Franklin CI audit says construction of the main institution was completed on March 25, 2005. It also records that Franklin Work Camp opened on August 19, 2013, when Bay City Work Camp in Apalachicola closed.

The current history has another turn. FDC's March 2026 audit says the work camp was closed and its staff moved to the main institution. The current institution listing labels the camp “Temporarily Closed.” Historic Bay City or Franklin Work Camp records remain FDC cases, but the main institution is the current facility unless FDC documents a reopening.

This is Franklin's distinctive Angle L: the shared county name covers a sheriff jail, an operating state prison, and a temporarily closed state work camp. Confirm the operator and date before interpreting any release. Old material may be accurate for its time yet wrong as a statement of current facility status.
