Florida VINE is an automated information and notification service reached through VINELink or the Florida telephone line. Official Florida materials describe coverage for FDC, Florida county jails, and the Florida Department of Juvenile Justice. The Second Judicial Circuit State Attorney, whose circuit includes Franklin County, describes the service as toll-free and anonymous. FDC reporting has also described VINE availability across all 67 county jails.
Coverage does not merge every record into one custody history. A Franklin County Jail contribution and a Florida Department of Corrections contribution refer to different agencies. Franklin Correctional Institution is an FDC state prison in the same county, not the county jail. Match the facility and contributor before interpreting the result.

“Out of Custody” is agency-specific. A person may have bonded out from Franklin County Jail and then entered another county’s custody, FDC, federal custody, or ICE custody. A transfer can remove someone from one contributor without placing the person in the community. Likewise, leaving prison can start parole, conditional release, or probation rather than final discharge.

Note: Save the confirmation, but do not treat an alert registration as proof that the person is now in or out of custody.
Franklin County VINE Notification Routes
Florida’s notification layer has two distinct routes. Direct VINELink registration is available for custody notifications from participating feeds. FDC also operates a specialized Victim Notification Request for FDC Victim Services. That form asks for detailed victim and inmate information and is not the general-public replacement for VINELink.
FDC expressly directs family and friends who are not victims away from the specialized victim form. They may use direct VINELink registration instead. Information registered with VINELink is not automatically shared with FDC Victim Services. Conversely, an FDC victim-services registration may cover movements such as release, transfer, escape, death, and out-to-court through that separate program.
This distinction matters in Franklin County because Florida VINE combines county-jail participation with statewide FDC notification. The same county contains Franklin County Jail and Franklin Correctional Institution, yet each feeds from a different authority. Choose the person and contributor first, then choose the registration channel that fits the user’s status and the source of custody.
Florida VINE operates around the clock, while FDC Victim Services has separate staff hours and contacts. A person seeking a direct VINELink alert can use the online service or Florida line. A person already enrolled in the specialized FDC program should follow that program’s instructions. Keeping the routes separate prevents a false assumption that registration in one automatically creates registration in the other.
Confirm a Franklin County VINELink Release
VINE is designed for timely notice, not a certified history. Feed updates can lag. A contributor may expose fewer details than another. A release alert may also describe departure from only one facility. For Franklin County Jail, request the same-booking release record from FCSO and check the Franklin Clerk case for a filed release form or court order. The sheriff’s public Arrest Log is arrest-oriented and does not supply a release date or current custody status.
For a state prisoner, use the FDC Inmate Population Search while custody is active and Inmate Release Search for released or scheduled-for-release data. Run the DC number in Supervised Population Search when community supervision may follow. A person can be out of prison but still under FDC supervision.

The FDLE Sexual Offender/Predator Registry is also not a general former-inmate database; it covers only people with a legal registration duty.
When no VINE result appears, check spelling and aliases, then confirm that the person belonged to the selected custody system. A Franklin County arrest entry does not prove present jail custody, and an FDC record does not archive every county booking. Use the Franklin Clerk docket or make a public-records request when the right live feed still returns nothing.
